You can save a scene with the option "External files: Copy all / copy all under current project"..in the "save as" dialog. (in earlier versions it was called "Copy External Files under Project" with a checkbox).

Seems I recall that I used to be able to move scenes from one project to another. In Project manager maybe? But there doesn't seem to be any function for that. Is it possible, and if so how?
