There is a hidden folder in the system drive with a set of files that usually don't get Uninstalled with SI and is not its preference and settings folder. It contains license data I think. I had a similar error. But renaming or deleting said folder fixed it (after reinstalling dozens of times and trying preference wipes and everything which didn't work). Its stored in the windows user. Maybe in Appdata. I'll have to search again to remember which folder it was... *fuzzy brain*

MB Did you rename just the prefs folder, or did you rename the whole Softimage folder for the user account (eg rename Softimage_2015_SP2 to Softimage_2015_SP2.bak for the problem user account) ? My own approach to troubleshooting that would include using Process Monitor to compare the startups of the two different user accounts.
