You say you can "telnet to it just fine". Are you referring to the server in general or the server on port 1521?
If you can't telnet to port 1521 and get the standard "connected" message, then the tns listener is not running.

The server is working. I can ping it just fine and telnet to it just fine. I've executed ps -ef and can see that the Oracle processes are running.
