You haven't really included all that much information, like the exact 
error message, web server setup, or backend DB you're trying to use.  

Without that info, i'll guess that the driver files are not viewable by 
user nobody due to either permissions or chroot'd webserver.  The DBI 
module (DBI.pm) may be accessible, but you will also need to see 
$ORACLE_HOME or mysql libs or whatever the libs are for the db you are 
trying to use.

Oh, and settings world write perms on a module accessible by the web is 
almost always bad when the same module is going to be used by other users 
on the system.
