The /dev and /devices entries may exist since you've had other, working 
disks in the same location.  devfsadm will only remove used entries if 
given -C.

Here's a real problem - if openboot can't see the disks then there is a 
hardware level problem and nothing else matters.
It sounds like you've already verified the cables, scsi card, and disk 
pack are good.  So, either the disks are no good, they are being placed in 
the pack incorrectly, or the disks do not work in that disk pack.

Where were the disks before, and were they working before?  What sort of 
enclosure were they in before?  Can you use that enclosure again?  Are 
these differential disks being used in a non-differential enclosure?

I'm betting on the last one.
