I assume you are running windows...

I don't know what's happening, but maybe you are downloading the
source code that is a gzipped tar file, and you have some program
installed that believes it is a winrar file.

On windows, you need to download the .exe file. Here is a direct link:
http://downloads.sourceforge.net/solfege/solfege-win32-3.14.11.exe?download

You find this on http://www.solfege.org/Solfege/Download
Look for "Windows Installer"
