New issue 202 by Krause.Chr: compile issue with solfege 3.18.3 and swig 2.0

What steps will reproduce the problem:
- build and solfege 3.18.3 on a system with swig 2.0

What is the expected output?
- solfege should be successfully compiled (and installed)

What do you see instead?

What version of the product are you using? On what operating system?
solfege 3.18.3
swig 2.0

Please provide any additional information below.
The reason is that swig 2.0 is now recognized by configure and so it is no  
longer "unknown" as in solfege 3.16.x. That's why the _solfege_c_midi.so is  
not added to TARGETS at all in solfege/soundcard/Makefile. The following  
patch solves the problem:
