New issue 222 by [email protected]: Allow build to skip regenerating
images even if lilypond is present on the build system

Currently, if you are building solfege on a system with lilypond installed
the build process will automatically rebuild the music theory images.
The attached patch uses the skipmanual variable to control if the images
are regenerated or not. The patch is based off of solfege-3.19.4, but
applies to the latest trunk as well.
