There are no editor for creating the questions. You have to write lesson files.
The two modules you want are dictation
(http://docs.solfege.org/3.20/C/dictation-module.html)
and rhythmdictation (http://docs.solfege.org/3.20/C/rhythmdictation-module.html)

I don't think you need to write your own exercise module. But as you
will see, only the rhythmdictation exercise has an editor where the
user can enter the answer.
