Updated patch that removes dataDir configuration. This also puts the
requestParser configuration back within each core. Creating a new
RequestParser is not a lightweight operation, so creating one for each request
does not seem like a good idea. This keeps a
WeakHashMap<SolrCore,RequestParser>
