Signing Maven Artifacts

We need to sign all released artifacts.  I did not sign the Maven  
artifacts (see https://issues.apache.org/jira/browse/SOLR-776).

Thus, I am going to sign the Maven artifacts for 1.3.0 and republish  
them.
