Not at the semantic level (for overlapping tokens).  For instance, it would be 
incorrect for someone to rely on a specific ordering for overlapping tokens - 
order has never been guaranteed by any TokenFilters that do produce overlapping 
tokens, and in fact the ordering for some has changed in the past as the 
implementation changed.
