First, if you specify commit it's doing a hard commit with openSearcher=true by default so the softCommit isn't necessary here. I'd do one or the other, as it's possible that Solr is stopping at the first one.

The most obvious difference is that you have "fq" clauses in the one that doesn't work, what happens when you remove them?
