Please don't take this otherwise, but your request is: (a) ill-specified: a web application doing what? What else is needed besides Solr. What technology are you looking for (b) too broad: it is unlikely that someone will sit down, and do your work for you. Please try going the Solr ersources: http://lucene.apache.org/solr/resources.html . Many examples addressing common use cases are also available by searching Google.
