Solr 8.5.1 cannot add replica using solr admin UI

Hello

I was trying to add replica using solr admin UI. but it seems not working on 
solr  8.5.1 . 

I was not able to find any bug around this. is this a known bug or do I need to 
change any-settings to enable this,
