Pradeep, As indicated on the wiki <http://wiki.apache.org/solr/AnalyzersTokenizersTokenFilters#solr.ShingleFilterFactory>, the minShingleSize option is not available in Solr versions prior to 3.1.
What version of Solr are you using?
