After making another try, I found it worked with

  <lib dir="../dist/" regex="apache-solr-dataimporthandler-\d.*\.jar" />

Here's a thought.

If dist is under solr.solr.home but your lib dir is set to be
"../../dist".
Wouldn't the lib dir be relative to solr.solr.home and therefore should
just be "dist"?
