I very much doubt it, all I can say is "give it a try and see". But those code lines are so divergent that I would be extremely surprised if you could even apply the patch, much less get it to work.
If you _do_ try it, there'll be no support, you're on your own. But I suspect that if you simply try to apply the patch it'll fail completely and you won't even be able to compile. 2429 depends, for instance, on local params and I'm not even sure they exist in 1.3.
