I still can creat index when the write.lock exists

Dear all,
I hava a problem i can't understand it.

I use solr 4.6.1, and 2 nodes, one leader and one follower, both have the
write.lock file.

I did not think i could create index since the write.lock file exists,
right?

But I could, why?
