I believe it will return the terms that are most similar to the queried terms but have a greater term frequency than the queried terms. It doesn't actually care what the term frequencies are, only that they are greater than the frequencies of the terms you queried on.
I do not know your use case, but you may want to consider using "spellcheck.alternativeTermCount" instead of "onlyMorePopular".
