We've managed to fix our issue, but just in case anyone has the same problem, I wanted to identify our solution.
We were originally using the version of Tomcat that was packaged with CentOS (Tomcat 6.0.24). We tried downloading a newer version of Tomcat (7.0.52) and running Solr there, and this fixed the problem. We're not sure exactly what the problem was, but that's all it took.
