Russia warns Ukraine against possible siphoning of transit gas
 

-"The highly deplorable fact is that Ukraine makes groundless attempts to
apportion all responsibility for this problem to Russia in response to all the
moves from Moscow, and a proof of that is found in the note the Ukrainian
Foreign Ministry issued December 31." 
-"The note embodies an attempt to blackmail the European countries by threats of
siphoning the transit gas that is bound for Europe.
"Moscow gets an impression that Ukrainian authorities have a shortage of
confidence and they decided to break up negotiations on the price of gas so as
to be able to build an image of foe and thus to manipulate the internal
political situation, including the terms of parliamentary election." 
 

MOSCOW - Russian Foreign Ministry has warned Ukrainian government against
attempts to siphon Russian natural gas transported to European countries via
Ukrainian transit pipelines. 

A statement the ministry issued says Russia hopes Ukraine will guarantee
uninterrupted transits of gas to the European Union as specified in a number of
international documents, including the European Energy Charter, and will make
all the essential steps to avert siphoning of the fuel from pipelines. 

"If that does not happen, however, Ukraine will bear the full brunt of
responsibility for possible complications of relationship with Russia in the gas
sector and for the problems that European countries will be faced with," the
statement says. 

"Moscow has made enough efforts over the past several weeks to solve the gas
problem on the basis of principles of market economy and mutual benefits," it
says. 

The ministry recalls that the Russian side, and President Vladimir Putin
personally, came up with a number of compromise solutions for settling the
critical situation. 

"Thus, Moscow offered a discounted commercial loan but Ukraine turned the
proposal down," the statement says.
"Russia made a new and exceptionally privileged offer December 31, which
envisioned a postponement of new prices during the first quarter of next year,
when arrangements for a transition to new prices could be made." 

"The highly deplorable fact is that Ukraine makes groundless attempts to

statement says. 

"Given this situation, Russia confirms that it will build relations with Ukraine
in the gas sector as of January 1, 2006, with account of European prices of
natural gas and transportation services," it indicates. 

"Russia will work towards the fostering of energy security and, generally,
economic cooperation in Europe and will scrupulously observe all the decisions
and contracts with our partners in the European Union and other countries of
Europe in what concerns the exports of natural gas," the ministry says.
