external/gpl3/gcc/usr.bin/host-libcpp/Makefile: force std=c++11
GCC >= 11 now requires C++11 to build. In particular libcpp requires C++11.
c.f tools/gcc/Makefile r1.113.
Noticed by compiling with clang as host compiler on macOS >= 12.
