tests/libexec/ld.elf_so/t_ifunc: Handle MKRELRO=no harder.
Don't even pass -Wl,-z,norelro if MKRELRO=no, because the toolchain's
ld(1) might not support relro _or_ norelro.
Should resolve, e.g.:
