Log message:
Implement the set_rate() method for ESI Juli@ cards.
The set_rate method switches the AK5385 and the AK4358 chips between
single-, double- or quad-speed modes depending on the host sample
rate. This suppresses aliasing noise in 96kHz and 192kHz sample
rates.
