Re-comment links from upgrade66.html to upgrade67.html. I mistakenly
committed it earlier when fixing a typo in current.html.
Part of the unwind instructions in upgrade67.html got stranded when I
alphabetized the section. Move them to the right place. Pointed out by
Ross L Richardson
Also pointed out by Ross L Richardson: The rpki-client user instructions
about potentially conflicting with the old _named user should go in the
"Before upgrade" steps.
