Log message:
The code changes to .Dd in groff-1.23 are so extensive that with
reasonable effort, only part of the regressions can be patched back.
Fortunately, the regressions that remain only affect manual pages
containing invalid syntax (specifically, late and duplicate .Dd macros),
so for now, simply mark the affected tests with SKIP_GROFF.
