Log message:
Use SSL3_FLAGS_CCS_OK instead of change_cipher_spec_ok.
DTLS has its own change_cipher_spec_ok, when it should just use
SSL3_FLAGS_CCS_OK - remove change_cipher_spec_ok and rework the
code to behave the same based on SSL3_FLAGS_CCS_OK.
