Log message:
NBR_STA_SESSION, NBR_STA_UP, and NBR_STA_ACTIVE represent all the same
group of states (all but NBR_STA_DOWN). Clean up this confusion and remove
NBR_STA_UP and NBR_STA_ACTIVE.
