Update OpenNTPD website.
Added Features page highlighting things OpenNTPD does well, updated goals page
to be easier to read, main page to point to reflect new portable release info.
Removed the ftp.html link, OpenBSD-only tarballs are deprecated in favor of
just getting the source directly.
