MFC if_spppsubr.c r1.151
Remove a bogus "else" that was causing breakage with LCP echoes,
bug introduced in r1.138.
(specifically, when the line was quiescent we should have been sending
echoes, the bug caused this not to occur resulting in some unwanted
termination req's).
