Of course - but it should be right-click on folder / file -> "Add label". Then you should have a dialog that shows a list of labels that already exist, and also has a "Create new label" option.
Plus then you need the option for "Make floating" on each label, so you can have labels that stick with the latest revision of the files, i.e. "projectX_HEAD".
...and then we need a "Get Folder" dialog with an option for getting all the revisions that have a certain label.
