JUBA 03 November 2011 [Gurtong] - The Bill was presented by the
Finance and Economic Planning Minister Kosti Manibe amid growing
concerns by the legislators on the delays to pass the crucial Bill.

The MP for Yei River constituency Paul Yuane told Gurtong that the
Bill seeks to give guidance on the management of the appropriation
bill and how government institutions are supposed to administer it.

He said that the absence of the Bill has been one of the causes for
the high corruption levels in the country.

“Government institutions and individuals have used its absence as an
advantage to mismanage public funds. We as parliamentarians would want
to see into it that we make emphasis on the implementation of the Bill
when passed into law. We can have good laws but if we don’t put a
check on the institutions to ensure that these laws are put into
practice and assessed then we can land into problems”, said Yuane.

Vocal Meridi MP Bashir Bandi called for immediate implementation of
the law once the Bill is given assent.

The Bill has been handed to the Parliamentary Committee of Economy,
Development and Finance chaired by Daniel Awet for review.
