Says Its Demotion

The newly appointed Lakes State Social Development Director General
has declined to take the new position claiming that he is being
demoted in accordance to the public service regulations.

RUMBEK, April 19, 2013 (Gurtong) - On Sunday, Lakes State military
caretaker governor Maj Gen Matur Chut Dhuol announced 11 Directors
Generals where Akec Machek was appointed as Director General in the
State Ministry of Social development.

Akec refused to take up the offer saying that if he accepts such an
offer, it will be an “insult” to his career.

The decrees announced on Sunday, had attracted public outcry, given
the large number of Director Generals elevated to office.

However, majority of those interviewed said the decree issued
contravenes the public service regulation provisions, which requires
the appointing authority, as a procedure, to nominate people for the
council of ministers to debate on.

The minister concerned, it says, then selects the best person to work
with as Director General in that specific ministry, after the
council’s approval.

Akec was appointed as county commissioner of Yirol East County on
November 15, 2005 and he was relieved on March 15, 2007. He was then
reappointed in December 15, 2007 as Secretary General of Lakes state
government secretariat office which is most senior public service
position.

Akec believed to have more experience in public service and aims to
become a minister if procedures are followed.

“My position as Akec, it is true I have declined the offer, I was a
commissioner and after being relived from commissionership, I was
given secretary general which is senior position for public servant.
The last decision gave me a position of director general in the
ministry is very lower to me,” Akec said adding that “ If they would
had asked me, I would have advised them not to give me lower position
or completely I would have told them to leave me out in their
government.”

Akec affirmed that accepting that offer would be an insult to his integrity.

Lakes State government has come under heavy criticism for its
oppressive attitude and rule and the appointment of new ministers
including director generals had
undermined the ruling party policy of 35% women representation.

Governor Dhuol decided to appoint both ministers and Director Generals
without consulting them to accept offer before decree was announced on
government state radio.

Under South Sudan’s constitution a new election should have been held
within 60 days of the elected governor being removed by the president.

Governor Dhuol has controversially ordered arrest of hundreds of young
men suspected to be involved in cattle raiding related violence,
holding them in a military prison without access to lawyers, human
rights officials or their families.

Some citizens have described the situation as martial law, with the
governor also banning alcohol, affecting the livelihoods of many women
who rely on brewing alcohol to provide for their families.
