Not easy and using normal tools.
Yes. Using sqlplus and direct access to DB.
But first of all... There should not appear second scout after upgrade.
Can we spent some time investigating why it happened? Did you made
something unusual during upgrade? Or you have two scouts even before
upgrade? Or something else?
