Yes, on the server. IIRC, I had to set up the spacewalk-client-repo AND the spacewalk-repo, register the proxy server as a client (with provisioning entitlement), then I was able to successfully configure my proxy.
I'm still not able to get OSA working properly through the proxy, though.
