I've just remembered I got the same issue. It is not working if using 'spacecmd 
xxx xxx xxx', but it's working under spacecmd prompt, for the same task.

I'm not using spacecmd tool, but isn't shell expanding you
asterisk to names of your local files and as you do not have
packages to upgrade called as your local files, saying 'No
packages to install'?

What about this?
  # spacecmd system_upgradepackage spwclient '*'
