I am suspect that you don't have all the enable=0 set throughout the repo file. (there is usually more than 1). Perhaps for the sake of testing, Remove the files from /etc/yum.repos.d and then try again. Then add them back in to identify the offending one. Also check /etc/yum.conf doesn't have any repo entries directly in there.
