In the last episode (Nov 11), User for SpamAssassin Mail List said:

If you change that flag to -r -1, spamass-milter will reject mail that
hits each user's required_hits level.  That'll apply to all users,
though.  There's no easy way to communicate a per-user "reject at this
score" rule back to spamass-milter.
