Further information - I believe in my case it was actually AWL that brought 
the message above the threshold.  After removing relevant entries from the 
whitelist, everything is working again.

However, I would still suggest that:

a) RCVD_IN_DYNABLOCK should not be applied in this situation
b) Nowadays, RCVD_IN_SORBS is always true if RCVD_IN_DYNABLOCK is true - 
perhaps removal of the DYNABLOCK test is relevant?
