You are saving it from Outlook in a way that causes it to end up in a non-text
format, like a Word document. That is not what you want to send through spamc if
you want to get any useful results. spamc -R will always show you the
HEAD_ILLEGAL_CHARS if you feed it binary stuff instead of the text format mnail
message.
You have to get the complete original message in text format with all headers
except the ones that were added by SpamAssassin, and send that through spamc.
But that will probably just give you the same results you got in the first
place.
Here are the headers that I edited out from the midst of the binary stuff in the
file you uploaded, showing that SpamAssassin only scored it as 2.7 points. Talk
to your sysadmin about the possibility of setting up to use the learning
facility of SpamASsassin 2.61. You should be able to tell it to learn this mail
as spam and over time your reslts will improve. But you can't do it if you can't
save mail as text with all headers -- Whoever is setting up your mail service
and SpamAssassin will have to provide you with a way of using the learning
facility.
