Hi Infrastructure --

We'd like to set up a users list for SpamAssassin.  Initially, we were
planning to leave this until we exited incubator, but prevailing
conditions for mailing lists on sourceforge.net (> 5 day delays on posted
messages) has made it more urgent.

So, the details are:

  - list name is <spamassassin-users at incubator.apache.org>

  - description: "For users of SpamAssassin" or similar

  - If we could use this List-Id, that would be fantastic:

    List-Id: "SpamAssassin users" <[email protected]>

    that would allow our users to maintain filtering without
    mishap when we exit the incubator.

  - no default subscriber list to start with.  We will inform
    the sf.net SpamAssassin-talk list ASAP, and ask them to
    subscribe themselves to the new list individually (to clear
    out any "dead wood" addrs).

  - unmoderated for subscriber posts, moderated for non-subscriber
    addresses, open sign-up policy.

  - moderators:
