I think Rich has it. You're running from a DOS window using this cmd:
C:\Daten>spamassassin -a -e -D < test_mail2.txt > test_mail2_sa.txt
If I recall correctly, COMMAND.COM redirection treats ^Z as end-of-file.
Therefore I think the problem lies there -- not with SA.
