Don't take this the wrong way but: 1) There's been no/little work done on this ticket for 3.0. 2) It doesn't matter if there's an agreed-to plan or not, it's not a death sentence. 3) You have no reason to move it back to the 3.0 queue unless you can counter #1 or #2. ... and most importantly ... 4) We *HAVE* to move forward. We can spend forever doing development, but that doesn't help anyone. 5) I'm trying to prioritize the tickets in the queue due to #4, and things that haven't had any movement or will take a significant amount of development work should be moved out of the way for stuff we can actually accomplish. So if there's something you want to work on in the 3.1 queue, feel free to move it back to 3.0 and take it.
