What do we gain by being able to run tests according to priority, besides
making sure AWL goes last?  Is this preparation for "short-circuiting", so
that we can stop processing if the score goes above/below a certain threshold?

Also, while we're discussing changing the order rules are run, what about the
decision-tree method for determing ham/spam, which requires running rules in an
arbitrary order.  Are we going to push that back to 3.1.0, or 4.0.0?
