this is already fixed in 3.0.0 -- whitelist/blacklist rules are "tflags
noautolearn", so are not considered for the AWL calculation.
however, USER_IN_BLACKLIST for some reason was not included. I've now added
noautolearn to that, so that this behaviour is consistent.
