What the heck, I checked in the 9 rule variation I proposed.

I honestly wasn't even looking at the original bug report when I delved into
finding better ranges, but I think the end result provides what the reporters
were seeking in that we have a 1% range then a 4% range and then a 15% range
at the end points.  Before we had 1% then 9% and 10%.  The reduction of 9% to
4% buys quite a bit.  10% vs. 15% is pretty much a wash if you look at the
S/O ratios:
