I'm assigning this to me for now while I finish the WIN32 issues.
It appears that I have allowed some bit rot to occur in WIN32 make test. None of
the tests that run spamd are working right under Win32 because the spamd process
does not close when the test is done. There has been some change since I last
ran the tests. I had to change the environment variable setting for SPAMD_SCRIPT
from what I last used to properly invoke the Cygwin spamd I use to test, and I
don't know if something is broken or I didn't change it correctly.
