Of course.  I think the concern is that people will try to use the
system to get mail from opposing parties listed erroneously as spam.
For example, people sign up for lists and then report the messages
to AOL or SpamCop or whoever as spam, or people embed links to
opposing web sites in actual spam and so get them listed in URI BLs.
