can we please not set is_admin on use_auto_whitelist in Conf.pm? if a users
does not want to use AWL, then they should be able to set use_auto_whitelist 0
in their user_prefs...
its not like you can prevent them from disabling it (unless you switch to using
SQL based AWL)... because they can simply chmod their auto_whitelist.db to
prevent reading/writing on it.
